The World Bank has made it clear that Narendra Modi is the first prime minister to borrow the most since independence. The agreement was signed on behalf of India by Sameer Kumar Khare, Joint Secretary, Department of Economic Affairs, Ministry of Finance, Praveer Pandey, Vice Chairman, Inland Waterways Authority and Junaid Ahmed, Director, World Bank India.
